At least they have a handle on the scope of the emergency now. And Neptune isn't bad when you're shipping freight: you can do high-G acceleration/deceleration. We had sort of an opposite problem about seven winters ago: we had an unexpected cold snap where the temperature plunged to -19f from slightly below freezing and stayed there for several days. The local uni got slammed hard: the gas utility gave them no warning and shut off the gas supply. No warning means no opportunity to drain the broilers. I know in one building the broilers burst, and half of that building was shut down for at least three semesters. I don't know how much damage was done in other parts of the campus.
Things were so bad that Mexico was sending us power, until the cold front started drifting down there and they needed it for their people. Perfectly understandable. We didn't have any trouble on the top of the mountain here: it was just cold. No wind, no additional snow or rain. No power interruptions. Just stay inside and read or watch TV or play Warcraft.
